2001 600 edge x tops out @45mph ?

cleaned carbs good comp.checked stator replaced harness box good plugs& wire pulled ex chamber got some backfire/flames one cycl after doing all of this there has been no change still 45mph top speed. Any advice or solution would be greatly appreciated.

Check on the clutches.. is it shifting out or is it dogging down when it hits 45 mph.
