This is Brocks pic I am using for reference. All other things being equal, will running the setscrew out like this for heel weight, have any affect on top end rpm?

RD.
I do it this way so it's pinches belt hard on engagement.
Doesn't mean this is the right way, just the way I like to load heel.
Top rpm is affected by tip weight added to very tip

I leave mine with about 2-3 threads showing and that's about it. I figure any weight that sicks out past the pivot pin is not adding any pinch and may be taking some away. Any weight added inward of the pin is good though!

Anyone have a starting point with dalton wieghts for 15 axys 800 pro s shorty with stage 2 BMP kit. 1:74 gearing and no studs

Just a heads up make sure you use blue loctite on the Dalton set screw ,I never used loctite just what was on them and never had an issue until this weekend i had 1.3 gram on the heel with 1 thread showing spit off all three arms

You can take it for a test run to see where you are for rpm without blue Loctite but when you're satisfied with your rpm definitely Loctite them for peace of mind.
