Intermittent Electric Start Failure

A very intermittent electric start issue has just popped up. Approximately 1 in 20 starting attempts the starter motor is totally dead when the key is turned to start. The IDD gauge does boot up. When the sled is manually rope started the next starter motor attempt will always succeed. I suspect the Starter Lockout Relay. Has anyone seen this before. This is hard to diagnose as it won't do it in the garage. I do have the service manual and know the schematic of the starting circuit. I sense if the switch failed it would not always start on the next attempt. Working the key in the start position will not give any result.
