Timing offset is done for several reasons-
1. Since most of the power goes out the Clutch side (PTO) the crankshaft will have a slight torsion wind to it. This torsion wind make the PTO piston timing different than what the Flywheel timing would indicate.

The base fuel vs tps isn't any richer, however the altitude correction makes it a hair richer at higher elevation above 7000 rpm

I believe when Jim tested they were still in breakin mode which was adding extra fuel. I have the ability to look at the entire mapping and do not believe it has enough fuel to sustain peak power.

Yes a fuel controller is recommended on the 2017 models while running the bikeman pipe. The Bullydog is the best option for it because it's a complete ECU reflash and fixes all the background items that are questionable in the stock tune.
