02 Edge 600 gas gauge and fuel pickup

Gas guage always shows to the "low" side... even when tank topped off its showing 1/2 tank.

how do i adjust?

also: should the gas line IN THE TANK be a certain length to make sure its LOW ENOUGH in the tank to get all the fuel?

In tank mechanical gauge or electric on the dash?

The fuel line has a weighted pickup at the end and enough length to reach the tank bottom.
